[LM_NET] HIT: replacement costs for lost books

I've received seven or eight responses; all but one said that they not only
charge replacement costs, but they also charge a processing fee. This should
be a part of the library policies they have in place. I will pass on the
info to the inquiring school. Thanks to everyone who responded.
