And now, the rest of the story:
This is what is called here in Wisconsin, the Common School Fund.  
Details about this are here: http://dpi.wi.gov/imt/csf_expl.html  This 
is not an additional windfall.  This is simply the dollars that school 
libraries receive annually. For many (probably most) school libraries, 
this is the only source of money for collection development, newspapers, 
magazines, audio-visual materials, reference materials, databases etc.  
We in Wisconsin are indeed fortunate that our forefathers set up this 
avenue to fund school libraries.  This funding is attacked on a regular 
basis by various government officials who would love to use it in other 
ways.  So far the Common School Fund is able to continue to support the 
school libraries.  The current allocation is $28.37/child age 4-20 
living in the district.
