[LM_NET] GEN: Fines and Graduation

Before anyone else sends me an email telling me that in many states it is
not legal to make students pay fines, be advised that it is not my policy,
but that of my school board.  I assume their attorneys have researched the
matter and found it to be permissible as I am required to charge fines by
the board and follow these procedures.  Considering that we printed out
nearly a hundred pages of overdues this morning for our 2400 students, I am
thankful for the backup.
