My issue is that as an alternative high school I have students from all
10 of the other HSs in our county plus GED students.  The books students
owe are often not from my library but form the school they 'belonged'
to.  Some of the books are from when they were in elementary school -
their record follows them until they are out of the school system.  

The only time it seems to matter to them is just before graduation when
they find out they can't walk in the ceremony.  We can't hold back
diplomas but we can keep them from walking.  Also I did get books back
at the beginning of the year Juniors and Seniors can't get parking
passes with outstanding library records.  

Teachers losses are another whole issue.  If items are lost teachers
aren't required to pay for them.  So I have to chalk it up to the price
of doing business.  

The one area I am saving in is in magazines.  I have so few students or
faculty who even look at magazines that I have cut that in half for next
year - down to ten titles.
