If I were in your school district then you could probably blame me for doing this - because I deliberately capitalised the appropriate words in titles on our OPAC entries, editing any that were automatically downloaded for consistency. Why? Because we are trying to teach our students when and where to use capital letters and titles of books, songs and so forth are included in this. So I chose to set a model for them to see, which they did every time they used Library Enquiry. Providing a model that students could use in their writing, including their bibliographies as they learned to do this, was more important than retaining some cataloguing rule for which I could find no reason or justification. In fact, I imagine it was helpful because I often saw punctuation tests that asked the children to capitalise titles. Guess I'm a heretic because, to me, "that's the way it is always done" is not a valid reason for not changing.
