I am getting some responses, but so far I must not have asked my question very well.

In a well maintained and wonderful world, what is the recommended % of the 
materials in your collection that should be added, replaced whatever the word, each 
year?

This wonderful percentage would feasibly keep your collection in the recommended 
age range, place wonderful new materials in the hands of your patrons and of course 
could be used to replace old and worn materials with new and beautiful ones.

In my head I am remembering 5% of your collection should be your goal.  But, 
wondered if anybody knew better than my head.  

With that % you could then figured out of a 10,000 item collection you should be 
adding 500 items.  500 times the average cost of books these days, your budget 
should be $11,000.

See, it is a wonderful % when explaining to the powers that be, the collection 
really does need to be maintained and a budget kind of is important towards that 
goal.
