The test of copyright protection does not depend on fees, charges or profit. Quoting a line from a book with full attribution seems to me to be within fair use. Titles are not copyrightable. Unless a title is a registered trademark, it is not protected. For example Stuhlman's Chicago Guide® is protected; Chicago Guide / by Daniel Stuhlman is not. (Dr.) Daniel D.
