Just my .02 -- The OPAC, whatever automation system you use, includes a call number to use to locate the book on the library shelves. Without a spine label on the book spine how do you identify the call number for correct shelving and for the patron to see and locate the book on the shelf? Barcodes are much larger than a spine label and cannot be seen when the books are on the shelf. New cataloging, or not, a spine label is a means to find or replace a book on the shelf.
