While I know of nothing in Georgia that truly compares, it strikes me that there are laws on the books to prevent this kind of thing and those laws are blatantly broken with no repercussions. In Georgia, there are laws under Georgia Code in regards to library funding and staffing that are also routinely ignored and yet there are no consequences for the systems or administrators that ignore them. As president of our State Library Media Association, I spoke at length with legislators last year and they all espoused the "local control" mantra when we asked about legislation, regulation, etc. I am now wondering what all the fuss is about since, apparently in Georgia as in New York, local control is already standard operating procedure in spite of laws, rules, and regulations to the contrary. How in the world does the lone librarian advocate successfully for funds, staff, and facilities when their superiors are allowed to break the law as they see fit?
