Several people have asked me, and I don't think there's a way to apply - the store cold-called us and offered to adopt our library, otherwise I would never have heard of it. I believe that this is a new thing Target is trying where each store has to "adopt" a school library. It may be worth it to contact your local Target and ask if they've adopted a library yet. I don't know if that would work, but it can't hurt, right?
