I received these two responses after I poster a HIT last week:

In our Library we just keep the printer queue paused and then when kids want
their prints we look at the queue and make sure it is not to many pages. If
it is to many pages then we delete it and send the kid back to make it fewer
pages. If it is under our limit then we unpause the printer and let the
print job print. At a previous school I used Print Manger Plus,
http://printmanagerplus.com/ . It lets you set quotas, charge different
amounts for color or black toner printers. It gives great reports and has a
lot of control. We looked into it am my current school and decided on the
free way of pausing the print queue.

Our printer is behind the circ desk so the kids can't get their printing
without coming to the desk.
