LM_NET Archive

I am looking for a website, if possible, and locally installed software as
second choice that would allow students to write annotations and reviews of
websites or internet tools. I would like them to be able to rate the
usefulness of a web 2.0 tools and have the ratings and reviews searchable.
Does anyone know of any such websites? Of course, I would hope it could be
free, but I do think I could even come up with some subscription money.
Thanks for any help you could give me.
