No, No, No and NO!!!  Well, it seemed like a good idea at the time.
Here are some responses:

Libraries can make technology transfers under the Digital Millennium Copyright Act 
when the equipment to play the medium is "obsolete."
"Obsolete" is when the equipment is no longer available in the marketplace.
Since you can still purchase a VHS player, VHS videos aren't available for transfer 
just yet. It will be soon, but not quite yet.

I have told my teachers and the other media specialist in our district agree that 
it breaks copyright to transform vhs to dvd. If I couldn't find one in dvd format 
and the vhs tape was degrading to the point it might not play again I would 
consider copying that particular video. Melinda Wright

No! That is making a derivative copy. Fair use does not give us the right to change 
the format of the original at all.  Terri L. Street

If the media is available in DVD form you must PURCHASE it that way. 
If it is not available in DVD format then yes, you may. - Karen DeFrank

You are changing the format so that is a violation of copyright.   Are the titles 
available on DVD for purchase? - Nancy LeCrone

Changing formats is not permitted under copyright law.  I use Carol Simpson's 
Copyright Catechism as my resource and "bible" for these things.
I strongly suggest it to anyone I talk to about Copyright. Julia J Benincosa
