[LM_NET] TARGET: Webpage design - flash banners

Good morning---
I am trying to create a webpage and I would like to have a banner at the
start that flashes various pictures of our school and kids, etc.  I'm
assuming this is created using Adobe Flash?  However, it's a little
spendy for our budget - is there another program or free tool out there
that would possibly do the same thing.  It would also need to have the
ability to write the embed code for my webpage too - as I'm not sure how
to embed it.
 
Also, what do I need to do in order to get my tables set in stone - so
that it looks the same in all web browsers?
 
I would appreciate any and all advice you could give me.
