[LM_NET] Book Title

Do any of you know the title of a book about "buffalo poo in the streets?"  
Everyone is upset about it, but the buffalo are actually filling in large holes to 
keep people from falling in them.  

One of our teachers was at a conference and the presenter told this story.  She 
thought it was titled the "Great Gecko" by McDonald, but we've had no luck in 
finding said book.  The teacher thinks it is a picture book.
