email guidelines

Hi all.  I am a member of our district email's committee and we have
recently had a staff member e-mail all district staff from A to D (using the
district address book) regarding a way to make money.  An excerpt from the
message is as follows:

        Our guideline committee is in its first year.  I am interested in
knowing how other school districts would handle such an incident.
