I use a *free* program developed in Germany called FreePDF to
create PDF documents. It works well, and there are no license costs
associated with it. It requires an associated program called "GhostScript,"
which also is free. You can Google "FreePDF" to see more about it.
Here are the links for versions that work under Windows XP.
Install them in this order.

http://superb.dl.sourceforge.net/sourceforge/ghostscript/gs853w32.exe

http://apollo.geschkult.fu-berlin.de/mirror/FreePDFXP3.05.EXE

FreePDF shows up after installation as a virtual printer, so after working
on your document you click File/Print and select the FreePDF printer and
click OK, then follow the on-screen prompts. Very simple.

I create a monthly newsletter (using MS Publisher) for my school
and post it online using the above software.
