In Virginia, public libraries and school libraries have followed
separate paths in terms of funding, awarding of creditionals
and state control.  I am very interested in what other states
are doing and would welcome hearing from you.  I am compiling
this information for an article I am writing detailing the
concept of "cradle to grave" library services.

Public libraries fall under the authority of the Virginia State
Library and Archives.  The public librarians usually have MLS's
and VLA(Va. Library Ass.) is their professional organization.
Funding is through local funds, of course, and through federal
and state funds that flow through VSL&A.  It should be pointed
out that Va. has no resident MLS program though several are
being offered through distance education programs.

School libraries are very definitely part of the education
field and fall under the Dept.of Education (VDOE).  Most school
librarians have either Bachelors or Masters in education with
the necessary coursework for state certification by DOE in
school library/media.  The state professional organization is
VEMA (Va. Ed. Media Ass.) which is an affiliate of AASL and
AECT.  Funding is primarily through local funds and whatever
federal and state funds that come through VDOE.

Few public librarians belong to VEMA (not even many of the children's
librarians) and few school librarians belong to VLA.  Efforts
are now underway on the part of both organizations to increase
cooperative efforts and membership.
