Student Performance Standards

I am serving on a strategic planning committee for our district.  Our
team's mission is to devise an action plan for Student Performance Standards.
Our guidelines were that these standards were to address specifically
teamwork, communication, critical thinking and problem solving. At last
evening's meeting we were discussing teamwork, in particular. If anyone has
already devised such plans/standards/benchmarks/etc. we would love to hear
how you went about determining objectives, implementation, and assessment.
These are to be district-wide standards, so they are necessarily broad. I
hope my request is not excessively vague, but by the end of the meeting, many
of us were more confused than when we began.  PLEASE HELP!!!  :-)
