create puzzles

Someone told me several years ago that there was a computer
program one could use to create crossword puzzles, word searches
and more.  I went looking last night at one of the "computer mall
stores" and came up empty.  I would like to get one so that we can
"customize" puzzles for our 1995 summer reading program.  Does anyone
know of an appropriate program?  I don't have a MAC, an IBM-clone.
