           The `Reinventing Government' Information Network
           (sponsored by Pandora Systems, San Francisco, CA)
%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%%

(6/21/94) - The `Reinventing Government' Information Network (REGOnet) is
pleased to announce the creation of four new electronic mailing lists on
subjects covered in Vice President Gore's National Performance Review
(NPR), the federal government's effort to make itself "work better, cost
less".

DOESN'T `NPR' STAND FOR `NATIONAL PUBLIC RADIO'?
~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~
The NPR Report, delivered by the Vice President to President Clinton last
September, contains 384 recommendations for making the federal government
more effective and efficient.  Perhaps the most significant action taken
thus far, based on the NPR Report, is President Clinton's plan to downsize
the federal payroll by over 250,000 employees.  Because of that, and the
implementation of the many other far-reaching recommendations, the demand
for information by government employees, consultants, academia, and
private citizens has remained high and continues to increase.
This demand for information is reflected in the continued increase in
subscribers to REGO-L, the first mailing list on "reinventing government",
started last October and sponsored by Mark Graham, President of Pandora
Systems, San Francisco, CA.  For many government employees, REGO-L is
their only conduit of unedited information on the progress of the "quality
revolution" in the public sector.  However, because the NPR Report covers
38 different subjects (22 are agency-specific; 16 are government-wide),
more than one mailing list is needed to provide in-depth discussions in
all these areas.
SO WHO'S HOSTING THESE NEW SUB-LISTS TO REGO-L?
~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~
George Mason University's Institute of Public Policy, Fairfax, VA, has
responded to REGOnet's general request for additional mailing lists by
creating and coordinating four new mailing lists with REGO-L. Each of the
four is for discussion of its corresponding chapter in the NPR Report:

  1.  REGO-ORG  : "Transforming Organizational Structures"

  2. REGO-QUAL : "Creating Quality Leadership and Management"

  3.  REGO-DOD  : "Department of Defense"

  4. REGO-EOP : "Executive Office of the President"

All four lists will be moderated by J. Thomas Hennessey, who is both a
Research Fellow at the Institute of Public Policy, as well as an
Instructor in GMU's Department of Public and International Affairs. He
will be assisted by selected students in GMU's post-graduate program in
Public Administration.

To subscribe to any of these lists, send an e-mail message to:

      Listproc@gmu.edu

In the body of the message, write:

      subscribe REGO-XXX yourfirstname yourlastname

where "XXX" is ORG, QUAL, DOD, or EOP (taken from the list above).
               ~~~  ~~~~  ~~~     ~~~
PLEASE NOTE: A separate subscription is required for each mailing list.
A welcome message will be sent in response to each subscription request.
Additional Information:
~~~~~~~~~~~~~~~~~~~~~~
Persons interested in "reinventing government" at the State and local
level will find that the 16 chapters of the NPR Report that cover
government-wide systems (e.g., ORG and QUAL), although written for the
federal level, contain recommendations that are appropriate at almost any
level of government.

For more information on the NPR Report, send the following text to
almanac@ace.esusda.gov :

      send npr catalog

Remember that, while REGO-L will continue to carry "reinventing" messages
of general and miscellaneous interest, REGOnet is still seeking sponsors
for each of the 34 *remaining* chapters of the NPR Report that are "list-
less". The entire list of 38 is presented below.

For more information, including customized solutions to your "reinventing"
needs, send e-mail to sbuckley@pandora.sf.ca.us, or call the REGO-L
Moderator, Stephen Buckley, at 301-464-0936 (long-distance requests for
general info left on voicemail may not be returned, so keep trying).
