Video Clip Libraries

One of my  teachers wants to find out where (or if such a thing exists)
video clip libraries are.  She wants to get her hands on some video
footage that's in the public domanin so she can do some spanish voice
overs for it to use wiht her students.  This one has me stumped....anyone
out there have any ideas on where these places are....Thanks!
