In response to the search for the cartoon librarian in Ohio:
I think you are looking for Lucy Caswell.  She is curator of the cartoon and
graphics arts collection at the Ohio State University Libraries--her
collection is now housed in the Wexner Center for the Arts complex here at
OSU.It's a wonderful collection--but is a non-circulating research
collection.
