Information specialist

Does any one have a state certification for information specialist?  If so
is it the same as for library/media specialist?  If it is different what
sort of job in the schools would this certification entitle one to hold?
How does the course work differ from Library/Media Specialist?  Do Library/
Media specialists also have to have some technology course work?

Thanks for your help in this.  A professor I have for a technology course
is interested in finding out this information.
