Diverted funds

I am posting a question for a colleague who wishes to remain
anonymous.  Please reply to the list serve.

Are any of you finding that your budget money is being diverted
to other areas, such as computer programs and CD-ROMS, and if
so, have you been able to do anything to stop this trend and
protect the library budget?
And do you feel that this is being done because books being
seen as becoming obsolete?
