The following message is one that all should read and respond to by
calling your federal representatives early this morning (Friday/30th) and
encourage them to vote to support passage of H.R. 6, ESEA reauthorization
bill.  Anyone wanting to continue receiving federal funds should take
action immediately!

                     CHAIRMAN FORD SAYS ESEA IN DANGER

PLEASE TAKE IMMEDIATE NOTICE:  In a hastily called meeting yesterday, Rep.
William Ford (D-MI), chair of the House Education and Labor Committee, told
a group representative of all the major education groups that HR 6, the
Elementary and Secondary Act reauthorization was in danger.  He said never
in the eight past reauthorizations had this major education legislation
been threatened.  The conference report on the bill will come to the House
floor for approval Friday morning, September 30, and Ford said he expected
a motion to be made to recommit the bill to the conferees.

If the motion passes, the effect of the delay would make it much harder to
pass the conference report and could effectively kill all chances of
passage before adjournment.  Secretary of Education Riley was also at the
meeting and said according to opinion of counsel, if the authorizing
legislation did not pass, the Department of Education would have no basis
for spending any money.

ACTION ALERT:  IMMEDIATE calls are needed to any and all members of
Congress.  Education groups are mounting an all out effort to contact House
members to ask for a favorable vote on the conference report.  ALA will
circulate a letter to all House members this afternoon, and library
supporters are urged to contact the House members with the same message.
