Rotating/Work Study

My principal has requested information on how schools with rotating
schedules and/or block schedules accomodate students with work study.  In
our school work study students are released for either the last period of
the day or the last two.  We want to switch to a rotating schedule with a
single block class each day, but work study teachers/students are
protesting.  We are looking for solutions...
