I think you should have some kind of a fine policy. However, before starting a
new policy, you might offer a grace period. Another way to generate
circulation and book returns in to put tickets in a bowl for books returned and
have a drawing for neat prizes, preferably donated, possibly books. Another
thing is if you have any free give-aways that kids really want, give them out
