Damaged Texts

I am currently writing up textbook management policies for a new
highschool and I am wondering what you do when a textbook is returned
that has just a few pages damaged with writing that cannot be erased.  Do
you charge a certain amount per page?  I was told by administration that
I may not charge the replacement price for the text unless the damage is
really excessive.  I would still like to send the message to students
that defacing texts is not acceptable.

Any info you can share with me will be greatly appreciated!
