GEN: Fines

Our library has almost the exact same fine and report-card-hold system as
Patti Rish's in Bowling Green--the similarity is amazing!  One
difference--we send a letter home about a week before report cards go
out, to the parent/gaurdian of any student whose report card is being
held (for fines of $1.00 or more, or a book overdue for one month or
more).  The letter states that the report card is being held for a
library obligation (no further info), and goes out over the principal's
signature.  We get a lot of calls from parents asking what the student
owes, and many returns or at least payment that way.
