National Library of Poetry

Can someone tell me if The National Library of Poetry is a legitimate,
reliable place for "new" poets to submit their work?  I have a patron who
has had his first ever poetry submission accepted with an excellent
evaluation.  It will be published--and he can purchase the book, can have
it on the internet (for a fee), etc.  I would be very grateful for any
information. TIA
