Finding info on the Internet--primary source

Help!  Can anyone help me find information with the exact text of the
National Environmental Protection Act of 1990?  I've looked in our encyl.
our annuals, checked on the internet using 4 different search engines and I
still cannot find it.  If you know of the site or a book that would have
this information I would be very grateful!
