According to the World Book Encyclopedia, centennial years, although
divisible by 4, are generally NOT leap years.  However, centennial years
divisible by 400 ARE leap years, so 1600, 2000 etc are exceptions and ARE
leap years.  The article under Calendar in the World Book is really
fascinating.
