I know this is not approved of universally by the netters, but when my
students have overdue books, I don't allow them to check out any
additional books until they are square with me. I do not charge fines.
My school has occasional good behavior events and students on my list are
not eligible to attend them. This is VERY effective. For the worst
offenders, a phone call home can be effective, too. Good luck.
