Class Selection - Elementary

I realize this is not a library question but I really need
some information quickly and every time you have always been able to
help.  A little background my school is a small rural school we have
three teachers per grade K-6.  The school board has decided parents
should be given free reign in picking their child's teacher.  We at
school feel this will cause serious problems including low teacher
morale.  They are toying with coming up with a written policy to this
effect but they would like to hear from other schools and see how
they handle class selection.  Currently the principal places children
based on ability, race, and sex so that each class contains approx.
the same balance in each area.  We are not so rigid that some
exceptions cannot be granted but frivilous requests are not honored.
If your school has a written policy we would like to know how it is
worded. If it is an unwritten policy we still would like to hear from
you. I need as much information as possible because they have a
special session scheduled for Monday.
