Determining Site Authority

Does anyone have a source of information for an administrator looking for
information on how a person judges the validity of a site on the internet?
I have my own personally developed hints which I have shared, but he needs a
source.  Determining the validity of information gathered on the internet
seems to me to be a very important issue.  I'm pretty sure I've seen a
couple of articles fairly recently, but I can't remember just where.  Please
