We also have this problem. There doesn't seem to be a good answer from our
district. We trheaten to withhold the report cards, but in the long run,
we have to give them to the children. Sometimes it does help to have the
parent come to school to pick up the report card. One bright spot - Our
district will emphasize RESPONSIBILITY begining in the new school year (a-
long with other values).
HOpe some one comes up with a good solution.
