TARGET:Eric query

I hope someone can help me with this question.  I was searching using the
ERIC query form for information on Professional Development and though I
had it set for 20 hits, only 1 record came up.  Are the 20 hits the number
of times the keyword search terms come up?  Help - I'm confused.
