library internet access--Help

We are currently working on internet access for our school libraries.
How many computers in your school access the internet.  Do you charge for
printing?  How do you train librarians, teachers, and students?  Where do
students primarily access the net?  Are they monitored?  Is there a building
Internet adminstrator?  Is it accessible in the library?  Does the librarian
teach students and/or teachers how to use the internet?
