Target: Collection size

I am a graduate student at Wayne State Univeristy.  A fellow student is
currently working in an elementary school with an enrollment of about
350.  Our questions are -how many books should she have in her
collection?  Besides Information Power are there any other sources of
formulae for figuring collection size per student? Does your state have
guidelines? Does the state of Michigan have guidelines. TIA
