Target:discipline policies

My middle high school (grades 6-12) is seeking input on discipline policies that
WORK.  Presently we have administrative detention which is 2:30-4:30 pm.  If
students do not show up for this when assigned, they receive in school
suspension (ISS).  They prefer ISS generally, however, some skip this and then
are suspended out of school.   Our present system is not working and we would
like to present some alternatives to our building principals.  Any ideas
