Music Arranging Copyright question

Does anyone know where I could find a answer for a question about
copyright and the arranging of music for a student instrument ensemble.
I have a friend who has been asked to arrange a piece of copyrighted
piano/vocal music for small ensemble at a school.  I have many resources
for print copyright but nothing mentions the arranging of music.  HELP!
