Research problem statement

One of my teachers in my district in working on her master's in Library
Science.  she is taking a research class and needs to come up with a
problem statement to develop a research for.  This problem has to do with
an affect which something has on something else?  (sorry about the porr
description.  The research must include testing, or surveys or interviews
to prove a hypothesis.  eg:  Accelerated Reader use increases reading
skills in 4th grade students.  (a cause and affect type research).

Can anyone give me ideas to offer her for her research.  The study must
be an end product that will be new information, and helpful to those in
the library field.  She prefers the reserach to deal with elementary
libraries.
