I don't know if this will help or not, but INDEX TO POETRY FOR CHILDREN AND YOUNG PEOPLE, 1988-1992 by Blackburn has that first line quoted and author unknown. Says it can be found in the book Cole, J. and Calmenson, S., comps. The Eentsy, Weentsy Spider: Finger Plays and Action Rhymes.
