TARGET: open computer labs

I am a member our districts Technology Task Force and we are creating our
Technology Plan.  Our intention is to keep the computer lab open in the
evenings so that the community has access to hardware and the internet.  I
need to know if other schools are doing the same thing and how do you
monitor usage.  Have your hired a professional or para to keep things
working or do you rely on volunteers.  Thank you for your help in advance.
