classrooms, software into schools, wiring into walls, and the Internet into
instruction, the key to effective use is what teachers know and are able to
do with all this "stuff."

With effective professional development for educators, their students will
be able to use technology well for learning. Without it, regardless of how
much money, time, and energy are invested or how much technology exists in
schools, students will not use it to learn new things in new ways.
