Thank you to everyone who responded to my request.
I have compiled the results below.

1.  Selection and requests.
       Teachers make me aware of their needs and favorites; I do lots of
ordering through Scholastic, & get free software and bonus points for
more.
At first , teachers wanted one of all their favorites to keep, but I
don't
have that kind of budget. Usually, I'm more aware of new titles and
programs than the teachers, so I recommend titles to them. I have
subscribed to Children's Softare Review , mostly because parents were
asking me for recommendations.
   I tell the teachers that we have the programs in the media center as
part of our shared collection; if the program is so important as to be
needed all yr long, then they should buy it out of their instructional
funds and keep it.  Some staff also buy software of their own.  You need
to
determine a policy/philosophy for your school andhow to best meet its
needs within your budget framework.

2.  Installing and Processing (cataloging).
 We keep the box (for needs & program highlights, barcode the CD box
(second copies get ziplock bags w/ important cover & docs inside), and
catalog it using a  computer template. Call number is CD ROM (it also
helps to put CD ROM after the title, so as not to confuse circ system
users) I
use a permanent sharpie marker to label the inside top circle w/  school

name/ media center

3.  Record keeping.

4.  Care and Storage.
We have a closet for CD ROM software, unlocked.( Previous MS kept closet

locked) I try to stress proper care although some teachersa are a little

looser than I'd like.  Scratching and dust are enemies. I
5.  Circulation.
   I don't call back programs after months of use, but will say which
teacher has it, and suggest talking to her about using it.
6.  Copyright.
  Our computers have been networked lately,   and security software
installed. Teachers will not be able to install to the HD.  They will
need to keep a list of software installed on the HDs, who owns the
software,
and dates. Sometimes teachers handed the disk back in, but forgot to
take it
off the HD! I keep separate record of multple licenses that we own  (ie
5 geog, 32
Clarisworks, etc)
So far, this has worked well for us!  We even decided to bacode our Av
items!

I didn't respond earlier because our 19 computers are in a lab setting.
However,  :)   I have included answers to your questions and maybe they
can
be adapted to your situation.
1.  Selection and requests.  WE ORDERED ALL OF OUR SOFTWARE THIS YEAR
FROM SCHOLASTIC SOFTWARE CLUB.  IT'S LIKE A BOOK CLUB.  PRICES WERE
GOOD.  BUY 3 GET 1 FREE DEALS.    WE DIDN'T HAVE ANY SOFTWARE TO SPEAK
OF SO WE ORDERED MULTIPLE COPIES OF MATH PROGRAMS FROM THREE DIFFERENT
RANGES:
K-2, 3-6, AND K-6.  WE HAVE SEVERAL LIVING BOOKS CDROMS.  THE OTHER
LANGUAGE ARTS MATERIALS WERE ORDERED IN THE SAME RANGES BUT ONLY 1-2
COPIES OF THEM.  NO REAL REASON FOR MULTIPLES IN MATH AND FEW IN
LANG.ARTS.
2.  Installing and Processing (cataloging).  I INSTALLED ONE EACH
COMPUTER THE MINIMAL REQUIREMENTS FOR EACH PROGRAM.  I DON'T BELIEVE
THIS VIOLATES COPYRIGHT BECAUSE THE REST OF THE PROGRAM IS ON THE CD.
BY INSTALLING THE MINIMAL REQUIREMENTS, THE CD COULD BE USED ON ANY
COMPUTER AT ANY TIME.  THIS HELPED THE TEACHERS SO THEY DIDN'T HAVE TO
REMEMBER WHAT PROGRAM WAS
WHERE.

I'M IN THE PROCESS OF CREATING A CATALOGING SYSTEM THAT WILL WORK FOR
US.
IF YOU'RE INTERESTED, LET ME KNOW AND I'LL TELL YOU WHAT I HAVE SO FAR.

4.  Care and Storage.  THEY ARE STORED IN INDIVIDUAL PLASTIC CASES.
BROKE OFTEN UNTIL EVERYBODY FIGURED OUT HOW TO OPEN THEM. :)   ALL THE
CDS ARE CURRENTLY KEPT IN DRAWERS IN THE MAC LAB.  I TEACH AND RETEACH
PERIODICALLY ABOUT CORRECT CARE AND HANDLING.  EVERY ONCE IN A WHILE, I
GO THROUGH AND CLEAN THE CDS WITH A SOLUTION OF SOME SORT WE BOUGHT AND
WIPE
THEM CLEAN.  THEY ARE GETTING SCRATCHED BUT I DON'T KNOW HOW TO PREVENT
THIS.  I MEAN I DO KNOW HOW BUT THE SETTING IN WHICH THEY ARE
USED...THEY GET HANDLED QUITE A BIT
