MISC: flagpole

I had a teacher come to me with an odd request.  She says that she read
somewhere that in the old days when a flagpole was installed (one of
those with a gold ball at the top) that three symbolic objects were
placed inside it.  She thinks that one was a match inorder to use it to
burn the flag when it became worn and old.  What the other two things
were she couldn't remember.  She is the head of out Safety Patrol and I
think that she wishes to share the story with them, or it may be her
Scouts because she is a Scout Leader also.  I never heard this before and
I am at a loss to know where to look for this one.  Thanks in Advance.
