I used to use a scheduling system for this, where teachers could sign-up
or reserve a particular TV/VCR.  It was always a headache, especially
when there weren't enough to go around on a particular day.  When I lost
my big storage room for equipment, of necessity I had to put these out
in the classrooms all the time.  So I assigned one TV/VCR per team, plus
one to Athletics, one to Special Ed., and one to Electives.  Now they go
to the Team Leader, the Athletic Director, or Dept. Head to arrange for
the equipment.  It has worked great.  If you are not in a secondary
setting, perhaps you could assign yours by grade level, or pod, of
flight, or whatever.  If nothing else, this system lets them know that
they have to plan ahead, be willing to cooperate, and that the librarian
can't just pull equipment out of thin air.
