ubject: ELEM:  Classification question

My question is this, we have a book titled The House that Jack Built is
has no author. It does list an illustrator.  When cards were purchased
for it several years ago it was classified under Mother Goose as author
(this is not a joke, it really was), we just had retrospective
conversion done and the call number was changed during the conversion.
How would you classify this book?
